Cook the Pasta:
Preheat oven to 350°F (175°C). Cook Mueller’s elbow macaroni according to package directions. Drain and set aside.
Make the Cheese Sauce:
In a saucepan over medium heat, melt butter. Stir in flour, salt, and pepper until smooth and bubbly. Gradually whisk in milk. Bring to a boil, then reduce heat and cook, stirring constantly, until thickened (about 5 minutes).
Add Cheese:
Remove from heat and stir in 1½ cups of cheddar cheese until melted and smooth.
Combine:
Mix cheese sauce with the drained pasta and pour into a greased 2-quart baking dish.
Top & Bake:
Sprinkle remaining ½ cup cheddar cheese, Parmesan, and breadcrumbs (if using) on top. Bake uncovered for 20–25 minutes or until bubbly and golden.
