Whisk flour, baking soda, baking powder, and salt in a medium bowl.
In a large mixing bowl, cream butter and sugar until light and fluffy (about 2 minutes).
Beat in eggs one at a time, then add vanilla.
Gradually add the dry mixture until just combined — do not overmix.
Wrap dough and chill for at least 1 hour for better shape and texture.
Preheat oven to 350°F (175°C).
Roll dough into 1-inch balls and place on a parchment-lined baking sheet.
Flatten slightly with the bottom of a glass for uniform thickness.
