  2. Add the beef and cook until browned on all sides.
  3. Stir in tomato paste and cook for 2 minutes.
  4. Pour in tomato sauce and beef broth. Bring to a boil, then reduce heat and simmer for about 1 hour or until beef is tender.
  5. Add liver spread and stir until well incorporated.
  6. Add potatoes, carrots, and bell peppers. Cook for another 15 minutes or until vegetables are tender.
  7. Season with soy sauce, salt, pepper, and chili flakes.
  8. Serve hot with steamed rice.
